Rural Community Transportation (RCT) has reported a substantial growth in ridership since replacing its fixed-route Highlander shuttle with the more flexible RCT Rides program. According to officials at a recent community meeting, the new microtransit service is now serving over 1,300 riders monthly in the Newport area.
During Thursday’s informal discussion at the Newport Municipal Building, RCT Public Relations Manager Lilias Ide shared that monthly ridership has increased by approximately 200 riders since the program’s August launch. This growth has pushed current usage well beyond what the previous Highlander service achieved.
The transition to an on-demand model was implemented to enhance accessibility and provide passengers with greater flexibility. Ide highlighted the key advantage of the new system:
“It really gives people the opportunity to go where they want to go instead of where they kind of have to go.”
This benefit is particularly valuable in the rural service area, where destinations are widely dispersed. The on-demand model allows riders to travel directly between their chosen locations rather than being limited to predetermined routes.
Service Details
The RCT Rides program currently serves Derby Line, Derby, and Newport, operating six days a week (Monday through Saturday) from 7:30 a.m. to 5 p.m., excluding holidays. Residents can schedule transportation through RCT’s mobile app or by phone.
The service accommodates various needs, including medical appointments, shopping trips, and work commutes.

Community members expressed concern about the long-term funding for the program. In response, RCT representatives noted their successful efforts to increase carpooling efficiency throughout the service area, though they acknowledged that funding constraints remain the primary challenge for future service expansion.
Technology Accessibility
Addressing concerns about accessibility for older adults and non-tech-savvy individuals, officials assured attendees that RCT staff provide one-on-one assistance to those struggling with the mobile app. The organization also plans to distribute clearer instructions at community gathering places like meal sites to ensure all potential riders can access the service regardless of technological proficiency.

- Specify arrival times rather than pick-up times for better service
- Contact RCT immediately if plans change or if they finish early to adjust return rides
